Santa Fe’s Governor visited LIF




      Santa Fe’s Governor, Dr. Antonio Bonfatti, visited LIF where he had a meeting with the LIF’s Board of Directors.
     In this meeting, the LIF’s Board of Directors gave information about different activities such as: medicines production for Santa Fe province; the recent agreement with the National Health Ministry by which LIF will produce some medicines for REMEDIAR program; the news medicines developments and the project to build a new administrative area.
     “Today, there are 104 staff members, almost 40 employees more than 5 years ago. For that, we will need to build more offices”, said Guillermo Cleti (LIF’s Director).
     “Today, Santa Fe is a national example. Here, Public production of medicines is a true state policy.
     Since 2007, we have supported the growth of LIF with an important investment in building, training and technology”, said the Governor.
     Finally, the different production areas were shown by the LIF’s Board of Directors.
     Hugo Marcucci (Santa Fe Senator) and Miguel Gonzalez (Health Secretary) also participated in this visit.

LIF participated in The Second Lecture of Healthy Feeding


     The lecture took place on October 17th and 18th at the Metropolitano Convention Center in Rosario.
     More than 1000 people of different places of Argentina participated in the lectures and workshops.
     This meeting was organized by ASSAL* and LIF had its own institutional stand.

     LIF’s Director Guillermo Cleti and LIF’s staff members: Edgardo Ramírez and Melina Uriarte gave information about the Laboratory.

LIF’s medicines are gluten free

     “The patients with celiac disease in Santa Fe can use medicines produced by LIF without any problem” said Ph. Guillermo Cleti (LIF’s Director).
     LIF and ASSAL(1) have recently signed an agreement in which ASSAL will do the tests for gluten at LIF’s medicines.
     Thus, LIF has sent to ASSAL the different APIs(2) and excipients utilized to produce medicines.
     The results were negative in all APIs and excipients. That is why, all LIF’s medicines are gluten free.
     “The next step will be to add the phrase “gluten free” at the packaging and prospects” confirmed Guillermo Cleti.
     In May 2013, ANMAT(3) published a new regulation for medicines gluten free which includes: definitions and a guideline for the use of the term “gluten free” at medicines

Celiac disease and gluten
     Gluten is a protein present in wheat, oats, barley and rye.
     Celiac disease is an autoimmune disorder in the small intestine. Patients with celiac disorder present gluten intolerance.
     Symptoms: pain and discomfort in the digestive tract, chronic constipation and diarrhea, failure to thrive (in children), anemia and fatigue.

LIF might produce biogenerics


     Last month an important agreement of “Mutual collaboration and assistance” was signed between LIF SE and Zelltek SA.
     Zelltek SA produces active biopharmaceutical ingredients in a production site located at the Parque Tecnológico Litoral Centro (Santa Fe). 
    Due to this agreement, LIF will be able to produce biogenerics as Erythropoietin, Interferon and Filgrastim. Thus, LIF would add a new products line in its portfolio which so far only includes medicines for primary healthcare.
     At the beginning, these biogenerics will be delivered by the Health Ministry of Santa Fe. But then, they will be available for other public health systems.
     Through this project, LIF‘s idea is to sell this products at almost cost price.
     Anemia, Chronic Myelogenous Leukemia, Hairy Cell Leukemia, Chronic Hepatitis C, Hepatitis B, Multiple Sclerosis, Leukapheresis and Neutropenia are some diseases which require these biogenerics as part of their treatment.

LIF participated in a seminar for public laboratories

     The seminar took place in the Auditorium of CEMAR* in Rosario and it was organized by the National Health Ministry and the LEM SE**.
     Staff members of different public laboratories such as LIF SE, San Francisco’s Town Hall Laboratory, Pilot Plant of the Pharmacy School – UNR and LEM SE attended this seminar.
     Dr. Jorge Zarzur (Executive Director of the National Program of Public Production of Medicines, Vaccines and Medical Devices), Dra. Gabriela Quintanilla (Rosario’s Health Secretary), Dr. Esteban Serra (Dean of Biochemistry and Pharmacy School - UNR) and Dr. Juan D’Aloisio (LEM’s Board of Director) welcomed the attendees.
     The course included a regulatory update for the pharmaceutical industry about cleaning validation and bioequivalence. 
     LIF’s staff members: Ph. Guillermo Cleti, Ph. Cecilia Selis, Ph. Rosana Mandrile, Bioch. Silvina Mugni, Eng. Mara Perezlindo, Bioch. Lisandro Zilli, Téc. Sebastián Reimondo, Lic. Rita Kappes, Téc. Matías Olivera, Téc. Sebastián Cabanellas and Tech. Víctor Nonino participated in the seminar.

LIF will produce hypertonic saline for cystic fibrosis

    
      LIF will produce the first ampoules of Hypertonic Saline (7% x 5 ml) to use in people with cystic fibrosis (CF).
     CF is a genetic disorder that affects the lung, pancreas, intestine and liver. It’s a chronic and progressive illness.
     Difficulty breathing is the most serious symptom and results from frequent lung infections, which are treated with antibiotics and other medicines. 
     Hypertonic Saline (HS) is inhaled by patients used through a nebulizer machine. Although this medicine does not cure CF, it helps patients improve their quality of life.
     Every day patients with CF need HS to help liquefy their lung secretions. This involves a high treatment cost for them.
     Around 200 people have this illness in Santa Fe province.
     The Health Ministry of Santa Fe will deliver free HS in the different hospitals throughout the province.
     LIF will produce HS together with the LH UNC*.

(*) LH UNC: Laboratorio de Hemoderivados de la Universidad Nacional de Córdoba is the laboratory of the National University of Córdoba, which is specialized in blood medicines production.

LIF participated in The Public Health Seminar

     LIF participated in the III Congreso Provincial de Salud Pública y XIII Congreso Municipal de Salud*.
     The main topic was “Health as principle of universality”.
     Antonio Bonfatti (Santa Fe’s Governor), Mónica Fein (Rosario’s Mayor), Miguel Cappiello (Santa Fe’s Health Minister) and Leonardo Caruana (Rosario’s Health Secretary) welcomed the people who attended to the seminar.
     This activity took place on August 29th and 30th at the “Centro Cultural Roberto Fontanarrosa” in Rosario.
     More than 2600 people of different places of Santa Fe province participated in the seven lectures and 30 workshops. Most of these people were public health workers (physicians, nurses, pharmacists, public servants and health administrators). 
     About 20 national and international consultants gave the different lectures.
     There was a place called “The Health Square” where LIF had a stand together with the Laboratorio de Especialidades Medicinales (LEM)**. 
     The LIF’s Board of Director Guillermo Cleti and LIF’s Staff Members: Edgardo Ramírez, Melina Uriarte, Paula Vignolo and José Berardo worked at LIF’s stand where they gave institutional information about the Laboratory. 
     Roberto Ganin, LIF’s General Manager, gave a workshop called: “LIF: an integrative tool for the Public Healthcare”.

Members of the city hall of Sao Paulo Brazil visited LIF


     On August 23rd, 2013, members of the city hall of Sao Paulo Brazil visited LIF.
     Vicente Trevas (Deputy Secretary of International Affairs Frederico Assis (General Coordinator of International Affairs, Reinaldo Freitas (Metropolitan Relations Consultant), Pharmacist Dirce Cruz Marques (Technical Coordinator) and Myres Cavalcanti (Mental Health Coordinator) were received by the LIF’s Board of Directors and Managers.
     First, the visitors watched the LIF’s institutional video and they received a lecture about LIF’s history, present and future. Then, the production, quality control and storage areas were shown. 
     Finally, the Sao Pablo’s public servants, LIF’s Managers and the LIF’s Board of Directors shared a lunch where they exchanged their experience.
     “We are interested in signing an agreement of mutual collaboration and in exchanging our experience and strategies of public policies” said Vicente Trevas.

Sildenafil LIF for different uses


     The first 90.000 tablets of Sildenafil 50 mg were delivered to the Public Hospital by the Health Ministry of Santa Fe.
     Sildenafil is the most famous drug used for erectile dysfunction in men but this medicine also has other important uses.
     The first data about the Sildenafil distribution in Santa Fe show that other patients with different pathologies (non erectile dysfunction) consumed this drug. These pathologies were pulmonary hypertension and Raynaud’s syndrome.
     About the erectile dysfunction, all the people that received Sildenafil were between 40 and 60 year old. This data is similar to the preliminary information that said erectile dysfunction affects a 53% of men between the age range of 40 and 60 years old.

LIF will deliver their antibiotics to the Health Ministry of Corrientes again

     
     LIF will deliver Amoxicillin and Cephalexin antibiotics, tablets and pediatric oral suspension to the Health Ministry of Corrientes Province again.
     
     In April, 2013, LIF delivered these antibiotics to Corrientes after participating in a bid, where the Health Ministry of Corrientes had decided to buy different medicines.
     
     In July, 2013, LIF participated in a new bid in which it had the best price for antibiotics.
     
     The Health Ministry of Corrientes provides medicines to 300 primary healthcare centres.

The Board of directors of the Hospital Iturraspe visited LIF

     On August 14th, the Board of Directors of the Hospital Iturraspe visited LIF. First, they had a meeting with the LIF’s staff members where they watched the LIF’s institutional video.
     
     Then, the Production, Quality Control and Storage areas were shown to the visitors. 
     
     Finally, the visitors, LIF’s Managers and the LIF’s Board of Directors shared a lunch where they exchanged their experiences of this visit.

Public production of Sildenafil


    LIF has recently produced the first 200.000 tablets of Sildenafil 50 mg.    

    Thus, the Health Ministry of Santa Fe delivers the drug for free to patients who are under medical control and who present the recipe at the public hospitals. 
    
    This is the first time that Sildenafil has a state brand in Argentina. 
    
    Sildenafil is the most famous drug used for erectile dysfunction in men. This pathology is often associated with other previous illnesses such as diabetes and hypertension.
    
    The Health Ministry wants to promote the rational use of sildenafil because it is frequently used by younger men who don’t have problems of erectile dysfunction. Also, the Health Ministry wants to know the reason or origin of this pathology in those patients who need to use this drug.

Demand Management System


    In July 2005, LIF created a Demand Management System (SISGEDEM: Sistema de Gestión de la Demanda).
    This system has information about the quantity and the prices of all medicines used by the Health public System in Santa Fe province since July 2005.
    The system receives quantity and prices of medicines used in twenty-one hospitals that represent the 53% of the total of the provincial hospitals. Then, the system extrapolates this information to 100%.

    This database has information about:
· medicines bought by the Health Ministry (central level); 
· medicines bought by every hospital (local level),
· medicines delivered by LIF and LEM (public production of medicines),
· medicines delivered by national programs.

    SISGEDEM is an essential database for consulting information about medicines and for the decision making of buying or producing drugs for being delivered.

    SISGEDEM gives eleven possible customized reports. Some of them are:

· consumer ranking by drug,
· price ranking, 
· ATC classification of drugs, 
· And consumer ranking by hospital.

Meeting of public laboratories

    On Wednesday 17th, a meeting of public laboratories of production of medicines took place in Santa Fe city.
    The laboratories present at this meeting were those with ANMAT *habilitation of their production areas and with national certificate of their medicines.
    Sergio Maroevich (LEM - Rosario), Juan Müller (LEM - Rosario), Patricia Rivadulla (Instituto Biológico - La Plata), Gerardo Poggioli (Instituto Biológico - La Plata), Miguel Demalde (Laboratorios Puntanos - San Luis), Daniel Salomón (LIF - Santa Fe), Roberto Ganin (LIF - Santa Fe), Carlos Arques (LIF - Santa Fe), Carlos Minatti (LIF - Santa Fe), Diego Bruno (LIF - Santa Fe) and Guillermo Cleti (LIF - Santa Fe) attended the meeting. They worked a preliminary draft about an agreement to sign in the future by these laboratories.
    The main objective will be to provide mutual assistance between the laboratories in the production of medicines.

Joint venture 

    The laboratories members decided to work together in the production of medicines for the National Program REMEDIAR. 
    Every year, REMEDIAR announces international bids to buy different medicines.
    REMEDIAR program delivers medicines to 7000 CAPS** in Argentina.

*ANMAT: Administración Nacional de Medicamentos Alimentos y Tecnología Médica. It’s the highest health authority in Argentina in control of medicines, food and medical devices.

** CAPS (Centros de Atención Primaria de la Salud) are centers of primary healthcare.

Lecture and Workshops at Instituto Nacional del Cáncer

    Instituto Nacional del Cáncer presented the Pilot Program for the provision of drugs to pain treatment in patients with cancer.
    LIF’s board members Carlos Arques, Diego Bruno and Guillermo Cleti participated in this meeting that took place at the headquarters of the Instituto Nacional del Cáncer.
    Also, the LIF’s staff managers who attended this meeting were Roberto Ganin, Oscar Prendes, Cecilia Selis, Roxana Mandrile, Patricia Peirotti and Silvina Mugni.
    LIF’s board member Carlos Arques gave a lecture about LIF’s history, present and future while Patricia Peirotti (LIF’s Quality Assurance Manager) delivered a presentation about Development and Research for new medicines.
    After the lectures, physicians and pharmacists from different hospitals where people under oncology therapy receive attention participated in the workshop about the provision of Metadona.
    Metadona is a drug used for the treatment of pain in oncology patients.
    Other important people who attended this meeting were Dr. Jaime Lasovski, Dr. Carlos Chiale, Dr. Jorge Zarzur, Dra. Norma Belixan, Dr. Javier Osatnik, Dra. Graciela Jacob and Dr. Roberto Wenk.

LIF: smoke free environment

    LIF has been recognized as a company with smoke free areas.
    On the World No Tobacco Day, Santa Fe Government recognized all companies which have smoke free policies.
    These activities are different Government actions to promote no smoking habits and to provide the population with information about the negative health effects of tobacco.
    LIF’s main objective is to produce medicines for the Public Health System. Also, LIF has a social responsibility with the population.
    “We have done a lot investment in machinery, equipment, staff training and building at production areas but we also want to take care of people and the environment” says Guillermo Cleti (LIF’s board member).

Agreement between LIF and Ministry of Justice and Human Rights

    LIF signed an important agreement with the National Ministry of Justice and Human Rights.    The main objective is to guarantee the access to health for people confined to prison
    Thus, LIF will be able to provide medicines to the Federal Penitentiary Service (FPS).
    Ministry of Justice often provides medicines to FPS through the REMEDIAR Program (Primary Health Care) and bids or direct purchase order.
    Antibiotics, antihypertensives, antidiabetics and hypolipidemics are some of the medicines that LIF might provide. 
    The meeting took place at LIF’s headquarters where Guillermo Cleti, Daniel Salomón, Diego Bruno (LIF’s board members) met with Pablo Kohan and Nicolás Kreplak (Justice Secretary).

Agreement between LIF and San Francisco Town Hall


    LIF signed an important agreement with the public laboratory of San Francisco Town Hall (Córdoba province).
    The main objective is to provide mutual assistance in production of medicines.
    Both laboratories will exchange technology and scientific information.
    Due to this agreement, San Francisco Laboratory’s staff members will be able to receive training in production of medicines under GMP requirements and LIF will be able to provide its medicines in San Francisco. 
    The meeting took place at LIF headquarters, where Carlos Arques, Diego Bruno and Guillermo Cleti (LIF’s board members) and Roberto Ganin (LIF’s General Manager) met with San Francisco’s representatives: Fernando Bianchi (Director), Javier Quiñones (Technical Director), Norma Camissaso (Pharmacist) and Ana Cervetto (Administration).

Laboratorio Municipal de San Francisco (LMSF)
    LMSF is localized in the industrial park of San Francisco city.
    The main objective is to provide its medicines for primary healthcare in San Francisco.
    LMSF produces 38 drugs in different presentations: tablets, topical skin preparations as creams, syrups and liquid.

LIF will deliver antibiotics in Corrientes


    
    LIF participated in the latest bid announced by Health Ministry of Corrientes to buy different medicines.
    LIF had the best price for Amoxicillin 500 mg tablets, Cephalexin 500 mg tablets, Amoxicillin Pediatric Suspension and Cephalexin Pediatric Suspension.
This will be the first experience, in which the Laboratory will deliver its medicines for primary healthcare in Corrientes.
    
    Programa Provincial de Producción Pública de Medicamentos (PPPPM)
LIF’s  main objective is to provide medicines for primary healthcare in Santa Fe. Once this main objective has been reached LIF will be able to provide medicines to other provinces, cities and national programs through the PPPPM.    
    Thus in the last five years, LIF has provided its medicines to other provinces (Misiones, Formosa, Corrientes and Río Negro), city governments (Bahía Blanca and Mar del Plata in the province of Buenos Aires; Concordia (Entre Ríos province); Córdoba and Remediar Program of the National Health Ministry.

LIF had the best price for antibiotics in Córdoba

    
    LIF participated in the latest bid announced by Health Secretary of Córdoba city to buy different medicines. 
    On this occasion, LIF had the best price for Amoxicillin 500 mg (250.000 tablets) and Cephalexin 500 mg (150.000 tablets). 
    This was the first participation to LIF in Córdoba. 
    Since 2008, the provincial Laboratory has reached an important presence with its medicines all over the country. 
    In the last five years, the Santa Fe Government invested 7 million U$D in machinery, equipment, building and staff training. This continual and important investment allowed an increase in LIF’s medicine production.

Lecture at Observatorio Iberoamericano


On Tuesday, May 8 th, LIF’s Board of Directors member Guillermo Cleti gave a presentation about state production of medicines.

The lecture, entitled: “State Production of Medicines, a State Policy in Santa Fe”, took place at the Government House in Rosario.

The meeting was organized by Observatorio Iberoamericano de Políticas y Sistemas de Salud.

LIF Director started the presentation talking about LIF’s experience at as an example of an efficient state-run company.

Then he gave information about the advances in state production in Santa Fe, its importance as a tool for the population to access medicines and the investment in the last five years.

Annual general meeting at LIF



    On Tuesday, April 30th the Annual General Meeting took place at LIF headquarters.
    Dr. Miguel Cappiello (President of LIF’s Executive Committee), Lic. Adriana Restivo (Government Representative), the Board of Directors and the Trustee attended the meeting.
    On this occasion, the members approved the annual report and financial statement for 2012.
    The board of Directors shared copies of a report about different activities that will take place at the company in the near future.
















  

    After the meeting, Dr. Miguel Cappiello visited different production areas where he could share experience and information with LIF’s staff members.      
    Finally Dr Cappiello had the chance to visit the new areas for maintainance and repair that have recently been built with an investment of $900,000.-

Pharmacist internship at LIF

    The first pharmacist internship at LIF concluded in March. 
    This activity was the first experience since the agreement of “Mutual collaboration and internship” between LIF and Pharmacists’ College was signed in 2012.
    Pharmacist Alejandro Ferrarasi was the first graduate selected by both institutions. He gained instruction and experience in the practice of pharmaceutical industry during last nine-months. 
    Ferrarasi received formal training under the supervision of LIF’s Managers in different areas: production, quality, legal and quality assurance. 
    “It was a great learning experience for me. As a pharmacist student, I always wanted to know about the pharmaceutical industry. It was very interesting to practice at a state-run laboratory of medicines such as LIF”, Ferrarasi said.

Hospital de Niños “Dr. Orlando Alassia” visited LIF



The main authorities and staff members of the Hospital de Niños “Dr. Orlando Alassia” visited LIF where they met with LIF’s Directors and Managers.

This Hospital is the only public children’s hospital, and it was founded in Santa Fe city in 1999 .

The delegation led by Marta Raquel Cociglio (Executive Medical Director) and Silvina Pirola (President of the Administration Council) included physicians, nurses and administration staff.

The different production areas were shown to the visitors across a tour led by LIF’s Managers.Finally, both parties shared experiences and exchanged information in a meeting held in the multiple use room.

Production of Morphine

    LIF will produce morphine tablets for Santa Fe province.

    Morphine is an opioid analgesic, which it is the prototype and the most important drug used in the treatment of cancer pain. 
    Pain is a very frequent problem in patients with cancer, with a prevalence of 90%. 
    Through correct pharmacologic treatment the pain can be relieved. 
    Also, Instituto Nacional de Cáncer and the Programa Nacional de Producción Pública de Medicamentos would be interested in delivering LIF Morphine across the country. 
    LIF will start the presentation at Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (ANMAT) to reach the Morphine national certificate. 


LIF Morphine in Santa Fe 

    In 2005, LIF produced only one batch of Morphine 10 mg and 20 mg tablets, which the Health Ministry delivered at the public hospitals. This production was a first test to give oral treatment to the patients with cancer. 
    Also, LIF produced Morphine 1% injections but since 2011 the Health Ministry of Santa Fe has bought this medicine through PNUD (Programa de las Naciones Unidas en Desarrollo).

Health and safety at work



On March 13th, the members of the Committee on safety and health at work attended the term meeting that took place at LIF headquarters.

This Committee is a bipartite body created in 2012 by a provincial law where it comprises full members made up of LIF’s Directory and of employers' organisations (UPCN and ATE).

The Committee has plenary meetings once a month and works in the preparation, the implementation and the evaluation of activities in the fields of safety and health at work.

In the meeting, the Annual Prevention Plan 2012 (APP) was analysed.

APP is a document in which the problems are identified to establish priorities and PREVENTION strategies. LIF was represented by Carlos Arques, Diego Bruno, Daniel Salomón, Guillermo Cleti and Hugo Minatti. Employers’ organisations were represented by Lorena Amat and Claudio Mansilla (UPCN) and Hugo Ocampo (ATE). Engineer Daniel Hess (Advisor) attended the meeting as well.

LIF deliver 94% of the drugs in Santa Fe


                                         

 For seven decades, LIF has had a rich history in medicines production. 

In 1947, LIF started their activities producing medicines for some hospital pharmacies in Santa Fe city and became a reference in public medicines production across the years.

Thus at present LIF has an important participation in Santa Fe.
In the last five years, LIF produced and delivered 334 million drug units for primary healthcare in this province, which means 94% of the drug units used by the provincial government for primary healthcare. 

Once this primary objective was reached, LIF also produced and delivered medicines to other provinces and cities. Bahía Blanca and Mar del Plata (Buenos Aires province), Concordia (Entre Ríos province), Misiones, Río Negro and the Health Ministry of the Nation were some places where LIF delivered medicines through bids or direct purchase order.

This outstanding growth in medicines production was possible through an important and continual investment in machinery, equipment and building. 

Since 2008, Santa Fe’s Government investment reached about US$ 1.5 million.
Nowadays, LIF research and develop different medicines for chronic diseases as diabetes, hypertension, pulmonary disorder and pain treatment with a considerably impact on the economic budget in health in Santa Fe and other places.

LIF will deliver antibiotics to the National Health Ministry

LIF will provide 240.000 tablets of Amoxicillin 500 mg to the National Health Ministry.

LIF had already participated in the latest bid Nº 55/12 announced by Health Ministry to buy different medicines. On this occasion, Santa Fe’s Laboratory had the best price for this Beta-lactam tablet.

This medication will be used by Health Ministry to attend to opportunistic infections.These are infections caused by opportunistic pathogens, such as bacterial infections that usually do not cause disease in a healthy host, one with a healthy immune system.

Meeting at Laboratorio de Hemoderivados



LIF SE’s Directors, Carlos Arques, Guillermo Cleti and the General Manager Roberto Ganin, visited the Laboratorio de Hemoderivados (LH), in which Universidad Nacional de Córdoba (UNC) has full ownership.

LH are specialists in medicines production through plasma derivatives (products manufactured from human plasma by plasma fractionation techniques).


Also, LH produces injection medicines apart from non-plasma derivatives.
THE Directors met with the main authorities Catalina Massa (Executive Director), Ada María Sisti (Technical Director), Cristian Moya (Production Manager) and Daniel Sabena (Marketing Manager).


LIF’s staff members worked on an agreement between LIF and LH to produce some of these injections for the Health Public System of Santa Fe.

LIF will produce metformin to REMEDIAR

LIF will produce eight million tablets of Metformin 500 mg to increase the critical stock of the REMEDIAR Program of the National Health Ministry.

The Program couldn’t take the offer in the last bid announced to buy different medicines because of the expensive price the dealer offered. 

Thus, LIF will deliver four million tablets in March and the rest in May 2013.
Metformin is an oral antidiabetic drug. It is the first-line drug of choice for the treatment of type 2 diabetes, in particular, in overweight and obese people and those with normal kidney function.
